When rebuilding an older more used engine, tools like this maybe used if you're trying to retain factor bore specs (even though it is more common now to shave a couple thousandths off). The supports are extendable out of the the bottom piece to seat the tool in the cylinder, then the blade can be extended with the adjustment bolt at the top, after that it's all just just turn and burn.
